and it started out terribly!!

Today we took Lily to the dog park for the first time. April didn't go because she doesn't care much for other dogs.
We decided we'd try the big dog section because she likes to play rough sometimes and there weren't any dogs in the small dog section anyway. A couple of sweet collies met us at the gate(it was strange, we kept seeing all the breeds that Lily was mixed with their haha) and Lily was very excited! So we let her off her leash when we get in and she immediately runs over to a group of dogs. They all sniff her and she begins running around in circles a bit. She runs over to this giant black lab mix(mixed with pit maybe based on the shape of his head?) and he immediately pins her to the ground and starts growling at her with his hackles raised. Lily yelps and runs away, the dog follows her and knocks her down again(the ground in this dog park is mostly concrete. There's a grassy/woodsy area in the back of the big dog park, and in the small dog park area it's all concrete ground). My mom goes over because she wants to get Lily away. The whole while the owner is sitting on the bench going "Oh hahaha, Dozer! Knock it off! Play nice!" When we've finally got Lily he's grabbing his dog saying "Guess it's time to go!". So we were forced down to the small dog park where we were joined by another dog from the big dog park(Really pretty, looked like a nova scotia duck tolling retriever) who I suppose didn't want to be in their with that dog and a cairn who had just showed up. She said she saw that same lab mix going after other dogs. Why do people bring dogs like that to dog parks??
I felt so bad for Lily because when we got her to the small dog park because she was scared to play. She would run a little bit with the other dogs but was still a bit uneasy. She only played like her normal self when a 3 month old dachshund puppy came(and then I felt bad because when they were running she kept knock him over). The owner understood they were playing, though.
And another thing, one woman brought a yorkie and another brought a shih tzu, both were scared of other dogs and didn't want to play. The yorkie's owner kept saying how much her dog LOVED the dog park. It obviously wasn't a fun experience for the dogs, so why would you bring a dog like that??
My mom already dislikes dog parks, she only decided to go because Lily needed somewhere to run around and play to get some energy out(and we wanted somewhere she could be off leash), so now I think she really doesn't want to go back anytime soon..
