When he whines, take him outside to see if he needs to "go". If he doesn't, take him back in, no playing or even talking to him and put him in his crate, SHUT the door and ignore him when he whines. If you don't he will grow up to be a whiny spoiled dog that thinks he can get whatever he wants by annoying you into it.

We also have a shih tzu that seemed to go through the same routine. What you are doing is the worst possible thing. Our Vet told us to prepare to tough it out for a couple of nights and let him cry as long as it takes. (Prepare your neighbors) First, take him out for 20-30 minutes before bedtime. No water or food after that. Put him in the crate and shut the door. Always leave the crate door shut when he is sleeping at night. . Do not come in and give him any attention when he is crying. Leaving the crate door open at night is only after he is fully trained. We did leave the crate open during the day and sometimes he woud go in there of his own volition. The vet said he learned to think of it as his "safe place". He is now 2 years old and I am not sure he would have lived this long if we had not learned how to deal with this. Just kidding.

Get a 2 litter coke bottal fill it up with warm water Screw the lid on good and your pup should sleep hope it works for you I have raised 10 puppys and it has worked on all of them. If your pup wakes up just refill the bottal wth warm water.
