my 28 days old labra poops green , it started when i changed her diet from mothers milk to cerelac and cow's milk ... ot

Why is she not getting her mother's milk??? At 4 weeks she should be still nursing and just being supplemented with softened puppy food, NOT cerelac. Cerelac is for humans and is mostly a grain based product. Dogs are carnivores and need MUCH higher protein levels derived from meat products.
And, cows milk is for cows and is not digested properly by dogs as they lack the enzymes necessary to convert it to usable nutrients.
Get her back to nursing from her mother and start her with ground puppy food mixed with warm water. She should continue nursing until 5 to 6 weeks, at which time she should be eating puppy food, not human baby food.

Green poo in humans is a sign of liver damage, and it's certainly cause for concern especially in such a young pup. I'm assuming there's a story behind why she's not getting milk directly from mama, but it sounds like she needs a vet.
