Uh, that is a pretty terrible idea. Hopefully this is just a troll.

There are people who make their Rotties fat in order to make them look bigger and more intimidating. Because of that mindset, Rotties are the number one breed I have seen tear both ACLs - a very painful, very expensive problem. In addition they become prone to breathing problems, heart problems, overheating, joint problems, skin problems, and more.

Rotties are unfortunately prone to many genetic ailments as well. Coupling those with obesity can dramatically decrease a dogs life. For example, the risk of any surgery increases dramatically for an overweight animal, and it may be impossible to operate at all if there is a heart condition.

A dogs size is what it is. Adding extra weight will only cause problems - including slowing him down should a thief enter your property. If you must have a more intimidating dog, buy him a spiked collar.

Or, get him exercising add muscle mass. An obese dog could never do this:

do you really mean fat or are you trying to add muscle weight??
there is a big difference. maybe that's what you meant by fat?
I would suggest you regularly exercise your dog and look into buying a good quality food in a pet store. Or contact an AKC rottweiler breeder or join an online rottweiler blog site where breeders and fanciers actually compete with their dogs or show their dogs in the ring. They can give you an exercise program and diet program.
But no one should ever aspire to make a dog "fat" that is dangerous for your dog to carry around extra body fat it can lead to many health issues, stress on joints, hips, elbows and make your dog deathly sick.
research how to raise, train and maintain the breed it will be much more rewarding to maintain him in a healthy aspect then an unhealthy way.
good luck
