Putting food out and leaving it out all day is known as "free feeding", and it's almost never a good idea since it leads to bad eating habits (having a bite every time he passes the bowl) and getting fat.

The best way of feeding is to feed two meals a day for an adult dogs, and three to four meals a day for puppies. Measure the amount of food so portions are consistent, and leave it out for 15 to 20 minutes, then put it away even if there's still food left. Your dog will learn to eat at meal times after the first couple of days.

How much food the dog is supposed to eat depends on the quality of the food. The cheap brands that are full of fillers require you to feed a lot more than high quality brands (especially grain free brands) because your dog has to eat so much more to get just enough nutrition, minerals, etc. out of it.

Feeding instructions on the bag provide a guideline and you adjust from there for your dog's individual needs.

First, you should be feeding a high quality dog food, no excuses. Second, a great rule of thumb is 1 cup of dog food per 20# of OPTIMAL body weight. This includes any treats, people food, etc. So, if your dog weighs 40#, and is NOT overweight, then 2 cups of food a day is a good place to start. You can divide that 2 cups into as many meals as you want.
