How many times should you walk your dog?
I'm trying to teach my dog if he needs to go to the bathroom then go outside.

If you are referring to "walks" as times to go outside to eliminate, given your pup's age and small breed status, I'd recommend you take him out *at least* every 4 hours. When he does urinate/defecate, praise him!!! This will reinforce his eliminating outside.
If you are just wondering how often you should "walk" your dog for exercise, that depends. Are *walks* the only exercise he gets (ie: he's confined the rest of the time)? Or is he able to be relatively active indoors (ie: playing with other pups, freedom to roam within the house, fetch games, training, etc.)?
I only "walk" my dogs on occasion (meaning they are on a leash, and we stroll for several miles). However, *activity* time is great! I spend approx. 3-5 hours total, daily, playing outside (weather permitting, of course). We play fetch, learn new tricks/commands, or just wander about the area (including *walks*).

The above advice was great already, but I'll put in my two cents.
When my dogs are kept indoors, I let them out every 4 hours to use the potty. No more than four hours though, because I don't want to make them hold it any longer than they have to. Occasionally though, I'll be gone for 8 hours and I'll leave them inside, and they're fine.
I walk my dogs once a day for exercise. Every evening, we jog six miles for exercise.
If your dog is still a puppy, then don't walk him/her too much his/her growing muscles will get injured. I walk my Shih tzu puppy (7 months) once a day. Not really everyday, Okay? :)
