Anyone know of any practical carriers for small dogs?

I mean one that wold be good for multiple uses. I got a pet a roo front pack, and it kinda sucks. I think I can improve on it. But there must be something out there already. A carrier that puts the dog up front on your body. Not with back paws sticking out. Then becomes a car seat (they look almost identical). Then has a top part that can close. That last part doesn't seem to exist. At the very least, there has to be a better way to secure the dog from jumping out. And if the carrier could go on a plane, well, that would be perfect.
