Are dogs allowed?

I'm so confused... are dogs allowed or not? Someone yelled at me today when I was jogging with my dog on the path... he said that we can get fined, and then I did notice there was a sign saying dog's aren't allowed within 50 feet of the reservoir? Does anyone know what that means?
