why is my dog licking her lips?

my dog licks her lips quite often, sometimes she also licks her anal area like she's cleaning them. Her anal glands look normal and i don't think they're infected. she also has this lump in her throat similar to an Adams apple except it doesn't stick out, you can just feel it, is it infected? is it tonsillitis? she eats well and still remains active. Is this all normal? What do you think?
