Why does my aunts dog hump people?

I was just wondering why my aunts dog buddy humps people.He is fine but if someone kneels down he will just jump on their backs or if people hug eachother or act excited he will try to mount them my aunt would like to know why he does this to people. I think he might have some kind of anxiety or possibly ocd just because he seems very jittery sometimes but other times he is just normal and calm like the typical lab and He is the only dog so is it possible that he might want to dominate someone or something? and he is nudered.

It is a behavior that should be discouraged. Although i do not the cause for his humping it usually never means dominance (although that is everyone belives it is)

I would completely ignore him when he is doing this behavior, humping=no attention. When he does it, have the person stand up and walk away with their back turned and completely ignore him for 5-10 secs.

Well, this might be a dominance thing. Does he do it to specific people? Or does he do it most at a specific time of year or day? Look for any possible reasons why this might be caused and maybe you'll find your answer!
