Mothers eating their own young is not as weird as it seems, it happens with cats, it happens with ferrets and the list goes on with species. Inexperienced mothers or nervous mothers due on occassion eat their young. It's gross to us but it is natural. Some young mothers get overwhelmed and do eat their new borns. I tend to see very young mothers do this. Don't fret but do get the mama to a vet!

Dogs will sometimes eat their babies when they feel threatened. This is not breed specific. That is why good breeders use common sense when they make a whelping box in a certain area for their pregnant dog.

Dogs rarely eat their young. Sometimes they will eat some of it when cleaning the sac and cord. But in 25+ years of breeding I have never had a dog eat her young...It is extremely rare.

There are not specific breeds of dogs which eat their puppies. The female dogs which have delivered puppies do the best to keep them safe from other animals or people who might want to see the puppies,or sniff them.
So, they start licking the puppies and finally eat them. They do that because they believe that in that way they will save their puppy from dangers as it is back in their belly.
Of course, female dogs lick their puppies to clean them-don't get those two actions confused.
The best way to avoid cannibalism, give to the female dog a quiet place to deliver her puppies.Small children, other animals, and adults should NOT go to see the puppies very often (unnecassary) because the mother might be upset and eat the pups.
When the female dog is pregnant you can brush her fur more often and take very good care of her(which you are supposed to do all the time), and spend more time with her.In that way she will understand that you want to help her and she will accept your help easily.
