If you just adopted him, give him some time he will come around, he has just come to a new home and has new people and surroundings and is probably a little shook up and needs to feel like he can fit in with his new family.
Also whether a dog comes to you obedience trained or not, you need to still do the training, because for one, you may have a different way of doing things then what he has been trained in. Also you never know what words people before you may have used, he may have no clue what your saying. So you need to teach him your way, as if he were a brand new puppy learning for the first time. And once a dog is trained, you still need to keep up with commands and training throughout his life to keep it fresh and also because it is great bonding, as long as you have happy training sessions, begin and end on a happy note so that you both enjoy it. Keep them short and sweet and start from scratch .
