We got Kota from the pound. They had no idea what kind of dog he is. Our vet thinks he might be an Iceland Sheepdog??

Well, no, but your Vet is in the right family.
He has some spitz type dog, either Keeshond or Elk Hound or possibly a smidge of Shiba Inu. These account for the shape of the dog's body, head, ears and the black muzzle.
His other half is possibly a small Spitz or Pomeranian or a Shetland Sheepdog.
He's not too big so the smaller like Keeshond and Shelti seem likely.

I am amazed that Pepper was able to determine all that breed information without any photo of Kota!!!!
Since I don't have xray vision like Pepper, all I can say is that an Icelandic Sheepdog is extremely rare,,, there are only something like 500 in the world, if I recall. It would be most unlikely that you would find one in a local pound!
