One dog is making the other behave badly

We have two dogs, a lab/dalmatian/pit mix named Lucy and a blue nosed pit named Zuko. Lucy is 4 and gets along great with our cat. She goes all over the house and our cat did as well. We adopted Zuko about 5 months ago from a friend and he a little over a year old. He's a gentle, loving dog, but very curious about cats, and because our cat is scared of him, we keep him downstairs and the cat stays upstairs now. We are trying to get the cat and Zuko to get along and Zuko is fine upstairs with just us and the cat but as soon as Lucy goes up, she starts barking and almost instigating him to bark and go after the cat. How can we get them all upstairs without going nuts and scaring the daylights out if the cat?

Only let the dogs up together when they are tired and/or calm. Zuko is not fully grown and needs to learn about cats without scaring the crud out of yours. There is a site where maybe you can find him a playmate in your area WITH cats, and he can learn proper behavior from the other dog. You can reward positive behavior with treats, at home and out, when he lets the cats be. ^_^
