My Toy Fox Terrier, Buster, coughs, like he has phlegm. What could this be?

Buster also acts as if he has allergies, mostly when he goes outside, but happens inside sometimes too. As for the first question, he coughs like there's mucus or something stuck in his throat. Even before he eats he does this. Pls help!? He's about 8yrs old.

I would take him to the vet. He may have a respiratory infection.
