my gizmo got out the other day and was picked up by a dog warden , when i came to collect gizmo they said that by law do

Dieta

dogs must have tags presentable at all times. Also if the dog looses his tags and has no microchip or tattoo they can not be identified.
I don't know I am just trying to fill in the blanks as your question got cut off.
They can give fines out for alot of things.
I hope that Gizmo is ok however and nothing happened to him.
