My dog will not go outside!

She refuses to go outside, peroid! Durring the day I can sometimes drag her out, litterally. At night time forget even thinking about it! If I try too hard to get her to go out she then pees in fear. She is too big to pick up. She doesn't really care about treats either so I can't bribe her. She also has huge self esteem issues. What can I try next?
