My dog has been peeing in his water bowl. Please help me!

My 17 month old chihuahua Jack has never been house broken, but he pees outside.But, he doesn't just pee on the grass, but lawn chairs, picnic tables, our house walls, (outside) and even inside his water bowl. I haven't caught him in the act when he pees in his water bowl, but I always find his water yellow and he wont even touch it. He also runs around and barks before he pees or poops.
