he might have environmental allergies. I would give him a good bath in a sensitive shampoo. I personally love PETfection Puppy Suds. It is 100% Organic and Non Toxic and works really well at removing dirt and grease, without drying out the skin and leaving residue behind. They make an almond oatmeal one that will help moisturize his skin so he isn't so itchy. The smell is wonderful! hope this helps!
