My Aust. Silky Terrier is 'terrorising' my new deerhound. Both are young female pups. How can I make them get along?

We got the Silky before the Deerhound and the Silky hangs off her ears and bites her to get a reaction. It eventually escalates into proper agression from the Silky while the Deerhound either tries to get away or play while the Sikly is trying to bite her nose off! We have to separate them to avoid the Sikly getting into trouble.
