Have you tried luring him with really yummy treats? Something he would die for? If it works, only use those treats for that specific thing. Good Luck!

You have two potential problems here, and you can't really fix the issue until you figure out what is the problem.

On the one hand, your dog may be uncomfortable in the harness and not "realize" he can walk around in it, or it may be pinching or rubbing when he tries to walk. To address this, you should make sure the harness fits correctly in all areas, and then have your dog wear it around the house. Even if he lays in one spot, you can just leave him and eventually he'll get up and walk around inside.

The second problem is much more difficult to solve. If your dog won't walk outside because he's afraid of the outdoors, you may need to get a behaviorist involved, as trying to "force" him around outside may just make the problem worse. Try taking your dog out on a leash and collar to see if that helps (eliminating the possible harness issue). If that doesn't help and your dog is very food motivated, you can try feeding him outside, and giving him treats as he walks.
