If you are referring to the charge for disposal of syringes, etc., at your vets, it is not just Virginia, it is also here in NH and in nearby VT.

Do you mean does the law require vets to charge a fee for medical waste disposal?

As far as I know it is not legally required for vets to charge a fee, but it is legally required for them to dispose of medical waste properly. This costs money, so they charge clients a fee do it.

Assuming it is not legally required, the other option would be to raise their base appointment costs, which would not be fair to clients who do not require attention that results in medical waste.
