May have witnessed animal abuse but not sure. What do I do?
The people are nice but the mom is a little off; I don't know her very well but she just seems odd. She has 3 or 4 teens. Their golden retriever, I think around 10 yrs old, is overweight. They always let her roam free-against the law here-(no fence); she seems to stay by the house but she often wanders into our yard (next door) or on the paths behind our houses. She often sits on our porch waiting to come into our house. We let her in and pet her. She's extremely sweet. When we try to walk her back to her house she stops and lays on her back a few times, as if she doesn't want to leave our house.
The mom was excited about the fact that she had her dog's hair cut (almost like a buzz cut) but it was still winter and 20 degrees out!
She often has no collar and if she does, there are no tags. We've told her this but she doesn't seem concerned.
This is not outright abuse but I don't believe they really care about this dog and I'm afraid she may get kenneled if I report it. What should I do

Answers
Some people just don't care about their pets. Maybe you could talk to the neighbor about proper pet care or maybe she would let you take the dog into your home and let you take over ownership. If you report it as a stray, it would probably be taken to the local shelter, where (as an older dog) she may not get adopted. I think you should ask to adopt her from the neighbor.

I'm sorry that you have a neighbor like that and that this poor dog has owners like that. It's obvious that they don't really care about having a dog.
Unfortunately, there are only so many things you can do to get it through to people like that they're very bad dog owners. They just won't get it. They're obviously not getting the fact that their dog must have a license and cannot be running loose in the neighborhood.
There are a couple of things you can do.
The first thing I would do is ask whether you can buy or adopt the dog from them. Tell them that your family really likes her and would they want to part with her?
The second thing you can do is to report them to animal control for letting her roam and not having a license. Maybe getting fined is going to get the message through to them.
Of course, she could just "go missing" to a good home. But that would be illegal and I'm not suggesting that as a valid method. But one has to wonder if that wouldn't be in her best interest.
