Your problems have more then likely come about from all the people that take advantage saying their dogs are therapy dogs and then having them fly in the cabin for free. It is a matter of a few people trying to get away with things and making it hard for the people that follow the rules and need the dogs with them.

There is a HUGE difference between a Therapy dog and a Service dog. Therapy dogs ARE NOT allowed the same accesses as Service dogs, including flying in cabin, public transport and access to public places such as restaurants, theatres and stores.
Therapy dogs are used for providing visits to patients confined to nursing homes and hospitals and also can be used for other programs such as reading programs and the like. Their purpose is to provide comfort to someone else.
Service dogs are trained to provide tasks to someone handicapped in such a manner that these tasks are impossible without the aid of the dog and are considered medical equipment just like a wheelchair, a walker, or crutches. They are entitled to accompany their owner anywhere so as to carry out these medically necessary tasks.
