Is it legal for people to breed dogs in Los Angeles?

I just learned that my neighbor is breeding dogs. I know they had four dogs before, but now there are more. I adore dogs but these are not being treated well. In three years, I've NEVER seen them walk their dogs- and they howl and moan constantly. It breaks my heart.
The shelter told me that they can't do anything about neglect, only abuse. Are there any other venues to stop them for creating more lonely, abandoned dogs?

call the local police and ask them if they have an animal cruelty division. if the dogs are being neglected, in a way they would consider it, they will be taken away. Either that or call the ASPCA. Also, you can contact local law enforcement about the laws on breeding and how many adult dogs any one home can legally keep. I know in Miami, FL you are only allowed 4 adult dogs.

I thought LA has a Mandatory Spay/Neuter law? I can see how well that's being enforced... anyway, give your local Animal Control a call and ask them and see what they can do. Thanks for your concern!

Call animal control, a different entity than the shelter in LA county. Animal control can come out and investigate the NUMBER of animals in one property. More than likely, that's the way you can get these people stopped. Since i'm not sure if you're in the city or the county, I'm not sure how many are allowed on each property, but there is a limit for single family dwellings as well as apartments or mixed use property. So, ask about that when you call and I bet you'll get the ball rolling that way.

Sadly, you can't get a lot of action on the abuse/neglect but once you have an actual law being broken that can be easily proven by an animal control officer going out to look, that will probably help a lot.

And, also, good for you for trying to help. Too many people turn their backs on dogs who need help. Bravo to you for trying.
