In heat or not

How to know if my 3 years old female shih tzu is on heat? Because when the other dog approach to her she seemly want to get stud. but her sex organ is not swollen. is my dog in heat?

its the begining stages of her heat cycle if you do not want them to breed put her in a seperate room so other dogs cant get to her or tear your house down trying if she starts bleeding everywhere she is in full blown heat but i may be wrong as i have never owned a shih tzu let alone a female unspayed dog
