I was full grown around eight months, but I only weight five pounds...now at almost two years old, Diesel weighted 80 pounds and could have filled out some more. So it depends upon the expected final weight on the dog. Your toy poodle is probably full grown but may still "fill out" some.

Small breed dogs are fully grown sooner than large breed dogs.

Most small breeds are considered to be fully grown around 6 to 7 months. Large breeds like German Shepherds aren't done growing until about a year old, and extremely large breed dogs like Great Danes may continue growing until they're over a year.

After they are done growing in height, most dogs go through a period where they "fill in", particularly large breeds. This usually happens between 1 and 3 years of age.

You should also note that "fully grown" refers to the dog's size, NOT the dog's weight. A lot of people ask when their dogs will be fully grown wanting a weight, but dogs can continue to gain weight long past their ideal adult weight. So please go by adult height, *not* adult weight.
