With toy breeds, their maximum adult height should be what they are at about 7 to 8 months old.

I will say that most toys reach their full height around 8 months. . . but often, they will grow 'til they are a year or even a little past that. Generally they won't grow a lot after 8 months, but a little growth after 8 months is very normal.
