I came home from work to my 11year old female tied to my 9 month old male, what is the likely hood that she is pregnant?

Likely. You should take her to the vet right away. And then have both of your pets altered.

Why wasn't they being supervised? Regardless of whether you work or not, both dogs should have been under lock and key without your supervision.

There is every possibility she could become pregnant and at 11 years old that isn't something you should allow her to go through. I'd be heading straight to the vet and booking one or both dogs in for a spay or neuter ASAP!
