Every 6 months or so. It can vary, and I've heard of dogs who go into heat only once a year.
Because bitches typically take a while to recover from a litter, back-to-back litters are to be avoided in general. Good breeders may breed back-to-back once or twice if the dog seemed to recover well.
Dogs should not be bred under the age of two, or over the age of seven.

If you're thinking of breeding, there's a ton of things you should know first:

The normal is about 6 months, but some come in to heat every four months and others are longer coming in, up to a year or so. It all depends on the dog.
