How can I house train my toy poodle again?

My one year old toy poodle, was doing great with the potty training. But since he turned one he wants to poop and pee everywhere. And I don't know what to do now. Because if he can not get potty trained my landlord told me that he will have to go if he does not get potty trained. Also what tools should i use? A bell, a pad, a on poor romeo that i don't want him to go.

Is it possible he can't control it? It's not usually young dogs that develop incontinence, but unless you're sure he can control his bowel movements and bladder I'd have him checked by a vet.

Has anything in the routine changed? Any recent moves or other change in his life?
I'm not as knowledgeable as some others here, but I'd start back from square one and keep a very close eye on him. Watch for any signs that he has to go, then take him outside. Reward him for going outside.
Housetraining does take a lot of patience, keep this in mind.

Yes i would have him checked by a vet, and also we use a bell and it is amazing!
