Check this out with your groomer and/or vet. Is it the neck growth or hair growth? If it's hair, maybe it's supposed to only grow so much under the chin. The collar could be too tight. You should be able to fit two fingers under the collar, but your dog should be able to not slip the collar off.

Hard growths can be cancer. You really can't wait to get this checked out. Your vet just by feeling the growth will have a good idea whether its a wart, virus wart, fatty tumor or the dreaded cancer. My dog developed a hard lump on her belly, less than the size of a raisin. It just felt wrong to me so I took her in to the vet right away. Long story short: It was fibrosarcoma. Good Luck, hope it's just a cyst or something benign.
