can you always see a male dogs balls?
this is a 3-4yr old male rescue pug, his records don't say if he's neutered or not. i don't see any,or feel anything in the area.

Is there a small, empty bit of skin there? That's what my neutered male has left of his parts.
I've never heard of a dog having testicles but them not being in view. As far as I know, the only time they aren't visible is before they drop, during puppyhood. Some animals can pull them back in voluntarily, but I don't think dogs can.

If he's neutered you would most likely see a small scar on the remains of his scrotal sack.
However, it IS possible that he is a cryptorchid, which means his testes never decended into the scrotal sack. If this is the case, neutering will involve abdominal surgery to find them and remove them.
Your vet can tell you whether or not he is neutered OR is a cryptorchid.
