Can someone please help me with breed?

Hello, I am fostering a cute 3 mo. old puppy & have been searching to try to find out what type breed he is. He may be a mixed mutt - not quite sure. (Even the vet was guessing ;)

Any help would be appreciated ... Thanks! (photo attached)

He looks like some kind of terrier mix to me. Maybe Smooth Fox Terrier mix. Very cute.
