In, theory, yes.

In reality, it can be dangerous.

First, onions are toxic to dogs, as well as garlic. Those are ingredients commonly found in most types of pasta sauce, red or white.

Red sauce is tomato based, which isn't great for dogs since it contains a great deal of acid.

Now, if your dog accidentally licked, say, a spoon with red pasta sauce, then more than likely he will be just fine. Some dogs are able to tolerate certain things better than others, though, and even one small portion could be serious to an particular dog.
