Can a person get paid for handling someone elses dog at a show if they are not a AKC registered professional handler?
Is it against the AKC rules to get paid for handling someone elses dog at a show if you are not a AKC registered handler and not an apprentice of a professional AKC handler?

No, anyone can handle anyone else's dog for payment. The AKC registered handlers, and the Professional Handlers Association are two of the organizations which handlers join to add credence to their resumes. These organizations have codes of ethics which the members agree to, and will only accept handlers who have passed their criteria for membership. The criteria includes such things as care of the dogs, housing clients dogs, and general good sportsmanship and behavior while exhibiting the dogs.
This does not mean that other handlers who accept payment for their services are not good handlers, many of them will only handle dogs within their own breed or within certain mileage of their homes, etc., and do not want or desire more clients. My own handler only takes on one, or at the most, two dogs at a time, and only shows them when he is showing his own dogs. Handling is not his "profession", but he still gets payment for his services.

I don't know alot about akc events.
But, who ever handles your dog you are to give them a fee or money usually that is the your entry fee.
I have not done akc in years, but when I have my daughter handle my dogs she gets the fee of the entry fee, so if my fee for entry in the class is 75 dollars then she gets that, or maybe the fee is only 50. so I give that plus a 20 dollar tip. Usually they will tell you what the fee is or if it is usually just a short puppy class it is lower for handling.
Professional or not I think it is up to you who you want to hire. And I think it is standard to pay your handler no matter what.
Check with akc if they have to be on a handler list they provide, as far as I know akc doesn't care who handles the dog.:)

You can handle a dog it is not against any AKC rules. Not yet anyway. But you will have a hard time making much money unless you have a reputation of being a good handler. I wish you good luck in trying to become a handler if that is what you want to do.
