No, it's impossible for a neutered male to get an un-spayed female dog pregnant.

Actually, he CAN! The vas deferens is not removed, so any sperm that are here are viable. It takes about 2 weeks (approximately) to be safe.

Yeah, as mentioned for a little bit after the surgery, he can get the female pregnant. Once those sperm die off, he's not able to impregnate anymore.
I believe they can still spread STDs, though.
