A dog can mate at the age of 6 months old but I'd wait until they are at least 1, 1 1/2 or 2 years old before I'd breed. Please don't breed until you've properly researched and educated yourself on breeding.

As your question has already been answered, I'll just add that a dog, male or female, should not be bred before the age of two years because there are some health tests that cannot be certified until this age. (Also, a general practitioner vet does not perform these tests.)

I'll chime in on saying that if you're planning on breeding, please make doubly sure you do your research and find yourself a reputable, experienced mentor. Not everything you should ideally know about breeding before doing it can be learned from books.

Toy breeds and smaller dogs can breed as young as five months old. They CAN breed younger than this but will not have sperm so will not be fertile. Larger breeds can also tie with a female as young as four months but again, will not be fertile until around 8 months or thereabouts.
