I work with fearful and aggressive dogs from time to time and usually if you muzzle them they stress out even more. Now I have used an e-collar just so I don't get bit by the dog instead of a muzzle. I personally feel they stress out less wearing an e-collar over a muzzle.
As for doing it at home I definitely agree with Maxwell. Start him off slow and praise him for his good behavior. I would also start him on the Nothing In Life Is Free program just to form a bond with him.

So finding out what tech did them and sticking with that tech would be a good idea. As for the dremel sometimes if the person doing the nail is confident enough in their ability the dog can sense it and will relax for it.
I personally do my dogs nails myself but, I have been doing nails for a long time and worked with my dogs since they were puppies so now days they just fall asleep while I work on them.
