A good way to whiten a dog is to use a little (no more then a Tablespoon) of paroxide, added to about a quart of mixed shampoo (most shampoos come in a consintrated form). Follow this with a moisturizing conditioner.

When I first started out with Shih Tzu's a trick was to use old fashioned 'blueing' with their rinse water. It's what our Grandma's used back when to get the whites whiter.

It's found in the detergent aisle. Just use about a capful in a gallon of water and rinse the dog with that. You may have to adjust the amounts to get the effect you want.
