Regarding the chocolate and bones, if Sierra's owner is around enough to see the guy doing it, it would fall to her to snap some photos or video so one or both of you could complain. Either way, if this guy is not supposed to be in the area you can complain that you've seen him there, but without proof you can't bring up the chocolate or bones. If you can get proof I would bring that up - that's intent to harm which is a crime. |  |  | |  |
