Is Roxy a heeler?

Roxy found us about a week ago, took her to the vet, and was told she is an Australian heeler. Didn't know what breed that was til I looked it up. Not totally convinced that she is. If anyone would gladly
confirm her breed, that would be awesome!

I would say she is absolutely part Australian Cattle Dog (aka blue or red heeler). Not a purebred though. Around here, ACDs (and ACD mixes) are common as dirt, especially out in ranch country, so finding one wandering is not improbable in the least.

ACD mix of some kinds probably. If I had to guess I'd say border collie/shepherd/ACD.
