I think its a worry that can be reduced with preparation. I always recommend that dog owners use redundant means of identification. You cant always plan for how your dog will react (running off, chasing a deer, etc.0 but you can improve the chances of someone returning.
Use a highly visible tag marked with current contact info and back that up with a tattoo or microchip registration.
I recommend http://www.dogtagart.com tags, they are highly visible and creative.
Since he's a Bloodhound and was a rescue I had him fixed first thing because he coulda been used to breed Bloodhounds for cash easily and Bloodhounds are nice to pratically everyone so he wouldn't put up too much of a fight. I still worry because of his breed but I will die for him before anyone takes him so beware of owner.
