I've had a very similar problem. Darcy is totally uninterested in playing with toys, and has only played with other dogs on rare occasions. She was a rescue, though, and I'm hoping that with some confidence-building, she might start to play a little. We've tried everything-- rewarding her for picking up toys, putting peanut butter on toys, etc-- nothing has worked so far.
She has shown a couple of short phases where she'll fetch a toy for about 2 minutes, then go back to being uninterested. It might just take a lot of patience.
