Have you looked at relaxation protocols?
What self control type training have you done?
edit: He seems to be a young dude, I would get to a professional, honestly, don't want this behavior to get more ingrained.

At this point seeking professional help is really where you are at. I know the "go it alone" aspect, have done it for a long time. Sometimes you just have to get that knowledgeable second pair of eyes.
This popped up in my newsfeed on FB, fits nicely here: Training Your Reactive Dog

I have now fostered 3 and love them. They are crazy and smart and funny and stubborn and smart. A real hoot and a half!

Choosing the Right Dog > I want a golden retriever is a smaller body. Any suggestions?

If they are in foster homes, you can usually get a good idea of what the dog is like in the home. I volunteer with a wheaten rescue and we usually have mixes that are smaller/larger than breed standard, but have breed characteristics. Just a thought!
I know what you mean about having an "easy" dog! I think one of my fosters will be a permanent foster here because of behavior issues. She's a awesome dog, but yeah, would have liked a kick butt terrier (instead of one that tries BITE her butt).
