Yes, you should definitely get the CA assistance dog tag. It's true police will not help you with access challenges without the tag (that's the first thing they ask to see when they arrive to assist you). In CA also a SD in training doesn't have PA rights in non pet friendly places without the tag.

I thik England is the only one that requires your SD to be from ADI program other European Union countries don't. You don't need a pet passport (you can only get a pet passport if the owner of the dog has a citizenship in one of the EU countries). You will need international health certificate and get it USDA certified. Also make sure your dogs microchip is ISO compatible (most US microchips aren't). There is no quarantine if you comply with all the rules and regulations.

You don't need a health certificate for a SD on domestic flights, only on international flights.

Sorry, I don't have any trainer recommendations in your area. I would stay away from board and train facilities, from my experience most of them don't use force free techniques since they want to show fast results.
