not every program is a good program.
not every program, which trains by "ADI standards" is a good program.
Many OT dogs are well trained.
There are also good programs out there.
Some people's dogs, OT or Program Trained are just not cut out for SD work and are trained poorly.
ADI certificate, or an "ADI" trainer or a program sounds like a solution, but fact is - it isn't..

Other than that, Chief is doing super well in his training and has been in Germany and Holland a months ago, where he was surprisingly well perceived and we had no access challenges..
Every time we travel to a different country, I am worried we might run into problems due to his size, but during none of our trips have we had an issue.
He is great on the plane, sleeps in my duffel bag inbetween my feet, alerted my seat neighbor to low sugar *wow.. and left he plane with several lip(stick) prints on his face and nose. He is blond..... *sigh* flight attendants just love him.
We did demos in training schools and they loved him and his level of training.
I am really pleased.
This year's trip was just really nice.

Iris, the dog you're thinking about has similar issues and was retired last year.
Another one of their dogs has the same fear issues and is being used on and off.
I know of a dog, which was returned due to a complete emotional meltdown.
Their personality is unbeatable, but their life skills seem not. They are well socialized with humans and animals.
The ones I know are insecure in public, spook easily and don't recover quickly, sometimes not at all.

They might have a different breeding line today. Maybe they have improved.
Their dogs seem very sensitive and kind, but not necessarily made for SD work.

I would go visit them, and see for yourself. Those dogs I am talking about are 3 out of all those dogs they have placed. My experience might not reflect on their dogs in general..

give it a shot, contact them, speak to them and see where it goes.

We brush daily, bath every week.
When we get back from hospital visits, trains, bart, anything that is "unsanitary", I give him a bath shrug
I don't mind sand or natural "dirt" so much.. Chief's coat is easy. All the dirt falls off naturally.

Buddy, could you give us the reference for this statement?

"..the DOJ still "recommends" it for the ease of public consciousness such as traveling via TSA checkpoints, restaraunt businesses, church buildings, courthouses, etc. "

I have no recall about this in the ADA..

Hey Buddy..
Is there a chance you can train your SD without a muzzle?
Has there been a biting or nipping history?
What is your fear when he is in public?
If he has a disposition to snap, public work might be too stressful for him.
Would you like to explain what makes you work with a muzzle?
It's not a positive message a muzzled SD sends out. He should be able to handle sudden touches. If he isn't maybe you can step a few training steps back and practice in a more controlled environment until he is reliable?
Sometimes SD work is too challenging for some dogs.
