Hardened coat

bryce has an 2inch coat on the belly, because of this, the peeh somewhat soaked the coat on his belly and it hardens (not to mention the smegma) as it dried up.
and i find it difficult to comb and i know he feels uncomfortable everytime i comb such..
what product or home made one that can easily split those hardened hairs?
as of now, i can only resolve it by taking him to a bath..

We used doggie wipes on our big dog between baths, maybe they would work for this? Pet stores have them in the same area as doggie shampoo.
