Will Grace's Fur Be Flat?!

So I recently decided to match up (for my pleasure, of course!) some photos of Willow and Grace at/around the same age to compare. Willow was MUCH fluffier and came from Missouri whereas Grace came from NC. Grace's mother was hit by a car and died but I saw photos of her father and her father looked IDENTICAL to Willow in regards to size, etc. although the lady SAID the male was 12lbs fully grown (which I highly doubt but I'm supposed to be getting AKC forms in which may have weight, I'm not sure).

Here's some photos of Willow & Grace as puppies and Sunny is the other sable sheltie from the dog park with what I refer to as a "flat" coat. If I haven't seen them in a while I sometimes (accidentally) ask if she'd gotten her groomed but her fur's just flat like that!
