Buddy and- Spike

Let's go hunt- mongoose!

My friend Buddy (he's the one on the right) is fearful. While I am social and lovable, Buddy is not. Never has been. He hates other dogs. Is it because he is afraid of them? Or is it because he's bonded to me and thinks other dogs will hurt me? What can we do to help Buddy be okay around other dogs without starting a fight? Thank you for your thoughts!
